Good Neighbourhood & COVID-19
This message is being sent on the behalf of Devon and Cornwall Neighbourhood Watch
Would you be prepared to help sick, vulnerable and self-isolated people in your community who have no-one else to turn to during Coronavirus? If so, we’d like to hear from you.
We would like to encourage as many groups as possible to make plans to support their neighbours in case they need to check on the welfare of people who have had to self-quarantine or need help. We believe that the key is organising local Good Neighbour Groups now, before more people get ill, so that a local contact telephone number can be delivered to each address BEFORE people become wary of going door to door, or a Lockdown is put in place. From that point, all communication can be by phone.
We are asking you to establish Good Neighbour Groups in your communities to identify vulnerable people, and those who self-isolate, by doing a leaflet drop in the area, inviting people to contact a local telephone number for support. We would expect that local volunteer coordinators will then organise a regular telephone call to check on the welfare of those who ask for help, to check that their basic needs can be met, e.g. for food, medication, electricity etc, until they recover, or to notify the emergency services if required.

This will ensure that you have someone in regular communication with you, and a team of local volunteers that can ensure that you have any medication or supplies delivered to you whilst you are isolated.

Corona virus – SHDC Keeping Businesses Updated
These are exceptionally challenging times for all businesses and we are currently working really hard with Central Government to get clarity over the measures announced in the budget and other emergency measures that are going to be rolled out.
We expect to get advice this week and we will be putting staff in place to make sure that we can administer the emergency measures. Please keep an eye on our website and social media for updates and announcements as they become available.
Measures in the Budget 2020
budgetAs you may have seen, in the Chancellor’s Budget on the 11 March, the Government has announced a series of measures to help certain types of small businesses.
At present, we are still waiting for the details from Central Government and as soon as we have received this guidance, we will be able to confirm your eligibility for the reliefs which have been announced.
Your Current Business Rates Bill
If your business has a rateable value of £51,000 or greater and is not a public house your bill will be correct.
The Government has announced that to support small businesses affected by coronavirus, there will be 100% business rates relief for businesses eligible for the retail discount.
So eligible businesses with a rateable value of less than £51,000 will be eligible for a tax holiday for a year for 2020/21. This applies to shops, cinemas, restaurants and hotels (as long as your rateable value is less than £51,000).
This does not apply to all businesses with a rateable value of less than £51,000. It is only businesses who previously qualified for the retail discount and it has been extended to include some of the hospitality sector.
If you are a qualifying business (your current bill will show one or more of the following reliefs: 50% Retail Discount, Small Business Rate Relief, or £1,000 Public House Relief) you will be sent a revised bill in due course. If the revised bill means you have overpaid your 2020 business rates bill, you will be refunded.
£3,000 Grant for Small Businesses Rate Relief or Rural Rate Relief
Peer ChallengeWe currently have no additional details about the £3,000 grant that the Government has announced for business currently receiving Small Business Rate Relief or Rural Rate Relief.
We are currently waiting for Central Government to issue us with guidance on how to distribute this grant of £3,000 to the businesses which are eligible to receive it.
As soon as we receive the Government guidance on this grant, we will contact the businesses which will be eligible for the grant.
Council Tax – Hardship Fund
The Government has also announced a new £500 million Hardship Fund so we can support economically vulnerable people and households, to be administered by the Council.
The Government expects most of this funding to be used to provide more council tax relief, either through existing Local Council Tax Support schemes, or through similar measures. The Government will set out more detail on this funding, including allocations, shortly.
We will send out further update bulletins as soon as we have more information from Central Government.
A Plan for Climate Change Action – SHDC
South Hams District Council has now agreed a plan to support the Council’s aim of becoming a carbon neutral organisation by 2030 and to help the District of South Hams reach Zero Carbon by 2050.
At a meeting of all of the South Hams District Councillors, it was agreed that as well as aiming to reduce the organisation’s carbon footprint, they would work with the Devon Climate Emergency Response Group to reduce emissions across the District.
It was also agreed that the draft action plan which the Council is bringing forward, would be shared with Towns and Parish Councils and be the subject of continual review throughout the year, including opening it up to comments from the public.
Cllr Judy Pearce, Leader of South Hams District Council said: “It is very important for us to be realistic about what we can do, what we can influence and what is outside of our control.
“As an organisation, through workshops with councillors and staff, we have brought together a list of ideas that will form the basis of our plan for reducing our own organisational footprint, and ideas that are outside of our control which we would need to work with partners and communities on.
Evidence shows that humans have already caused climate change, the impacts of which are being felt around the world. Global temperatures have already increased by one degree Celsius from pre-industrial levels.
Atmospheric Carbon dioxide (CO2) levels are above 400 parts per million (ppm). This far exceeds the 350 ppm deemed to be a safe level for humanity.
“We, and the Devon Climate Emergency Response Group, recognise that much of what needs to be done is beyond the ability of any one authority, but we remain committed to working together, with partners, stakeholders, the private and public sectors to do what we can.”
South Hams District Council has now established a baseline measure of its own Carbon Footprint. The total net carbon footprint for South Hams District Council is 8014.2 metric tonnes of CO2 equivalent (tCO2e) per year. For comparison, the average home in the United Kingdom is estimated to contribute 2.7 tCO2e per year through heating.
The Council has already taken significant steps to reduce its footprint through actions such as reducing business miles. Now they are progressing other ideas such as investing in a solar farm, facilitating a salary sacrifice scheme for electric cars, getting an electric pool car and changing their vehicle fleet to electric.
Cllr Pearce said: “When we declared a Climate Change and Biodiversity Emergency earlier in the year, we agreed to create a working group of councillors to tackle the challenge ahead.
“That group has been working hard to understand the task ahead of us, and our role within it. You can view videos of the workshops they took part in and read about their progress to date on the South Hams dedicated Climate Change and Biodiversity website”.

Cllr Pearce added: “If you are keen to get involved, please do engage with your Town and Parish Council or local climate action groups. You can also fill in our District-wide survey or have a go at working out your own carbon footprint using the calculator on our website.”
South Hams have now launched a District-wide survey asking residents for their views on climate change and what we can all do individually to make a difference.

Parish Council meeting of 11th March 2020

However, please be aware that this public meeting will be postponed at short notice should the local coronavirus situation warrant it. At present there is no cause for alarm, however.
Neighbourhood Watch Encourages Protecting the Isolated and Vulnerable During the Covid 19 Outbreak
Dear Neighbourhood Watch supporters,
You will all be aware of the coronavirus (COVID-19) outbreak. Neighbourhood Watch exists to look out for communities across England and Wales and at a time like this we encourage you to consider ways to keep yourself, your loved ones and those in your community safe, particularly the isolated and vulnerable. 10 ways you, as a Neighbourhood Watch supporter, can protect yourself, your loved ones and your community:
1. Meet with household members, other relatives, friends and neighbours to discuss what to do if a COVID-19 outbreak occurs in your community and what the needs of each person will be.
2. If your neighbourhood has a website or social media page, consider joining it to maintain access to neighbours, information, and resources. Alternatively, share phone numbers and email addresses particularly with those who are isolated or vulnerable.
3. Consider establishing a ‘buddy’ system within your community to ensure everyone stays connected to COVID-19 related news, services and can receive support safely, such as essentials deliveries.
4. Plan ways to care for those who might be at greater risk for serious complications.
5. Choose a room in your home that can be used to separate sick household members from those who are healthy.

7. Create a list of local organisations that you and your neighbours can contact in the event that one of you need access to information, healthcare services, support, or resources. Consider including organisations that provide mental health or counselling services, food, and other supplies.
8. Create an emergency contact list of family, friends, neighbours, healthcare providers, teachers, employers, the local public health department, and other community resources.
9. Learn about the emergency operations plan at your child’s school or childcare facility, and your employer’s emergency operations plan.
10. Practice everyday preventive actions including regular hand washing.
