VENUS CAFE – application to extend premises licence
Bigbury Parish Council has been told that SHDC’s Licensing Department has received an application from the Venus Company Ltd to vary the premises licence for Venus Café, Lower Car Park, The Warren, Bigbury on Sea, Kingsbridge, TQ7 4AZ.
The application is to:
Include the sale of alcohol for consumption on and off the premises, Monday to Sunday between the hours of 16:00 and 18:30 (currently 11:00 to 16:00 and 18:30 to 22:30) and;
to remove the condition that alcohol must be sold as ancillary to food.
This item will be included for discussion on the Agenda of the Parish Council meeting on 14th February. Any interested parties should attend to make their views known.
SALSTONE CARING – VOLUNTEERS NEEDED
Saltstone Caring is a Befriending Charity based in Kingsbridge and we provide support to lonely and isolated people within our local parishes. We offer 2 hours per week for each person either by taking them out of their home for a cuppa and a chat or by sitting with them at home alleviating the loneliness that so many are experiencing. We also have volunteers who will assist with shopping both long term or for hospital discharge. We are urgently in need of more volunteers, we currently have over 80 but with more referrals coming in so increases the need for more volunteers coming forward.

POSSIBLE LOSS OF TV SIGNAL IN CHALLABOROUGH AREA
Steve Radford of Parkdean’s Challaborough site has issued the following warning about possible interference to some parishioners’ TV signals, with apologies for late notice:
‘Due to recent storm damage we need to replace the digital receiver and mast on the headland at Challaborough. We were hoping to complete the changeover in a day but due to the complex digital arrangements and the need to replace the whole set up, the the changeover will take approximately 10 days. We intend to start works on Tuesday 30th January. Once the works have been completed we will inform the local Parish councils and it is likely that affected residents will need to re tune their TV’s’.
NEIGHBOURHOOD PLAN: PUBLIC’S SUGGESTIONS NEEDED FOR HERITAGE ASSETS, VIEWS & VISTAS
Valerie Scott will be placing leaflets and nomination forms in Holywell Stores for people to send in suggestions for the List of Local Heritage Assets and also asking people to let her have suggestions for important views and vistas to be included in the Neighbourhood Plan.
There will be a comments box in the Holywell Stores for people to post their ideas but it would be more helpful if people could do this on-line by sending Valerie an email (to: valeriescott@bigbury.net) and also including photographs of local heritage assets, views and vistas.

Council Committed to Protection of Community Assets
A planning appeal challenging South Hams District Council’s decision to refuse permission for the redevelopment of the Bay View Café in Bigbury, has been dismissed by the Planning Inspectorate.
Plans to build four new luxury homes in place of the café and the adjoining Warren Cottage were refused by the council on 11 October 2016. The application was refused on the grounds that the café should be kept as it is an important community facility and a tourist asset. Warren Cottage and the café are landmark buildings and have a degree of heritage interest in the village.
When the council refuses planning permission, the applicant has the right to challenge that decision at an appeal to the Planning Inspectorate. The Planning Inspectorate is a Government Body with individual inspectors who are appointed by the Secretary of State for the Ministry of Housing, Communities and Local Government. This appeal was dismissed by the Planning Inspectorate on 19 January 2018. South Hams District Council are very pleased with the result, which upholds the council’s decision.
Issues relating to the status of the cafe as an Asset of Community Value, and the potential demolition of buildings* under Permitted Development, are entirely separate to the planning appeal and are ongoing. In some cases, Permitted Development will still allow developers to demolish buildings, but this is ultimately beyond the control of the council.
Cllr Hilary Bastone, South Hams District Council’s Executive Portfolio Holder for Customer First, said: “This is a great result for the council and an important decision which highlights our commitment to protecting Tourist and Community Assets through the planning process. This decision will help us in safeguarding facilities, not just in Bigbury but across the South Hams coast.”

*EDITOR’S NOTE: The application to demolish the cafe/ Warren Cottage was recently refused on the basis that inadequate information about the process was provided – see this website for more. The appeal by the developer against the Asset of Community Value designation will be heard by a tribunal in April/May.
Bay View Cafe planning appeal dismissed!
This is brilliant news for the community coming hard on the heels of SHDC’s favourable delaying ruling on the application for demolition (see elsewhere on this site).
Valerie Scott, Chair of the Neighbourhood Planning Group writes – ‘You will all be delighted to hear that the appeal on the Bay View Café has been dismissed. I attach a copy of the decision. It is a very thorough decision letter picking up many comments made by the local residents either in writing prior to the hearing and or as other matters raised at the hearing itself. The fact that so many of you attended the hearing will have made it very clear how important these buildings are to the local community both as a community asset and a local heritage asset so many thanks to all those who objected to the application or attended the hearing.’
